Vintage Perkins Battery Charger Roller Smith Gauge Military WWII? Steampunk

You are looking at buying what I believe is a Vintage Military Battery Charger. I bought a lot of Military items all from WWII. So I am guessing this is from same era. I am assuming it was made by Perkins because it has a cap on it that says perkins as you can see in the picks. The battery gauge alone on here sells for -50. The charger does not work. I may be doing something wrong when testing though. Please look at the pics, feedback, and the rest of my items.
